Wind, rail projects get boost from economic stimulus funding

U.S. producers of carbon steel plate have been among the groups most fervently hoping for a boost in product demand from the American Recovery and Reinvestment Act (ARRA), and recent developments in two main plate end-use markets might be a sign that such developments are occurring.
Plate, used in highway and bridge construction, as well as in wind tower and rail car building, was expected to get a significant boost from stimulus funding. And while some steel industry participants have griped that the majority of ARRA funding was going to non-steel-intensive projects, stimulus-related announcements in recent days look set to boost plate demand.
Pennsylvania Gov. Edward Rendell recently announced three state projects to develop wind farms will receive a total of about $22.8 million in ARRA funds, resulting in the creation of about 260 jobs.....
