Memphis votes to narrow scope of tag-and-hold scrap law

The Memphis (Tenn.) City Council has narrowed the types of scrap that recyclers must hold for 10 days after purchase without sorting, baling or cutting.
The city's "tag and hold" requirement, created in December 2007, survived scrutiny in February 2009 by a federal appeals court. After that setback, scrapyards changed strategy, lobbying locally for a rewrite of the ordinance to focus its provisions on the sorts of stolen property that most upset the public. The recyclers won several concessions in the revisions approved by the city council.....
