Ore. car dealers to refund scrap value of ‘Clunker’ vehicles

Two Portland, Ore.-area automobile dealerships have agreed to refund to consumers the scrap value of vehicles traded in under the "Cash for Clunkers" program to settle a complaint by the Oregon Attorney General's office.
As a result of the settlement, Toyota of Gladstone and Larry Miller Honda of Hillsboro will pay 236 Oregon consumers a total of $43,571 for the scrap value of the vehicles they traded in under the federal stimulus program.
Under the federal program, consumers received as much as $4,500 in credit for trading in a fuel-inefficient vehicle. One additional feature of the program, not widely known, required dealers to return to consumers the full scrap value of the vehicle, although the dealer was permitted to deduct $50 for a processing fee.....
