Some Defense Department auctions of year-ahead scrap are being reshaped as prices fall, but are still failing to attract buyers.

A year-ahead auction of brass ammunition scrap from Yakima, Wash., originally priced the metal at $2.74 a pound, then later $1.89 a pound, but still....
