New rules bar mounding of scrap in rail shipments

New rules adopted by the Association of American Railroads (AAR) prohibit scrap metal shippers from piling loose scrap in mounds above the top of any gondola car, according to the Institute of Scrap Recycling Industries (ISRI).
Shippers are now required to fill open-top rail cars with heavy loose scrap only to the top of the car sides or ends; cover or contain lightweight metal scrap, like tin cans or aluminum stampings, with wire mesh or baled scrap that must be completely in contact with the sides....
