Tag-and-hold rewrite nixes nonferrous holding period

A forthcoming scrap ordinance in New York state's Dutchess County Legislature will be rewritten to omit any routine holding period on newly purchased nonferrous scrap, according to a sponsor of the measure.
The draft ordinance went through an informal review last week, according to Steve White, one of the sponsors. Attending were county legislators, local and state police, a sheriff's representative and scrapyard personnel.....
