Manufacturers set to handle e-cycling as Mich. OKs plan

Michigan's legislature has passed an electronics recycling program, which Gov. Jennifer Granholm is likely to sign into law.

Starting in April 2010, manufacturers would be required to make takeback and recycling arrangements for desktop and laptop computers, monitors and televisions, with printers added a year later. Except for televisions, the manufacturers could limit themselves to taking back equipment carrying their brand.

The legislation would let equipment makers run programs jointly. They could hire either in-state or out-of-state recyclers to do the physical processing. The former owner handing in the equipment wouldn't be charged. A daily limit of seven devices per customer would tacitly limit the program to households and small businesses.....
