Chinese stainless, welded pipe target of probes

Chinese pipe makers again find themselves in the line of fire of foreign governments targeting imports of various pipe products from the nation.
Both Russia and Australia have joined the list of nations proposing duties against Chinese pipe products.
The Russian government has proposed a three-year 28.1-percent special import duty on stainless steel pipe from China, along with that from Brazil, Interfax cited a Russian industry and trade ministry official as saying.
The ministry said that an investigation between December 2007 and December 2008 indicated that stainless steel pipe imports damaged the interests of Russian producers between 2004 and 2006.
The probe was launched due to complaints filed by the Volzhsky and Sinara pipe mills, which are part of OAO TMK's and ChTPZ Group's Chelyabinsk Tube Rolling Plant and Pervouralsk New Pipe Plant, which manufactured an average of 84 percent of Russia's stainless steel pipe between 2004 and 2006, according to Interfax.....
