Agency under gun to disclose how high bidder got Minn. bridge award

Two companies protesting the award of a contract to rebuild the Minnesota highway bridge that collapsed in August sent a letter to the Minnesota Department of Transportation (MDOT) this week demanding it release the scoring data and technical proposals behind the bidding contest.
MDOT last month selected a joint-venture project by Flatiron Construction Inc. and Manson Construction to build the replacement bridge. The decision prompted an outcry by the two losing bidders, whose designs were less costly and had shorter build times (AMM, Sept. 25).....
