Memphis voting on tag-and-hold law; ‘chain of custody’ weakness

After five postponements, the Memphis (Tenn.) City Council was poised Tuesday to vote through a tag-and-hold ordinance requiring nonferrous scrap purchases by recyclers to be segregated for 10 days.
"We hope the council . . . will not pass it," Allen Iskiwitz, president of Memphis-based Iskiwitz Metal Co. Inc., said.
The segregated purchases, even if accomplished by a scrapyard, would be useless as court evidence and would almost never be tracked back to a particular theft victim, he said. "We're talking scrap, not bracelets or CDs or TVs. A piece of scrap looks like every other piece of scrap. You can't prove it came off that coil or that piece of pipe."....
