Senators to Bali delegates ‘Change is happening’

Fifteen U.S. senators sent a letter to negotiators at the United Nations-sponsored convention on climate change in Bali urging participants to take encouragement from recent congressional actions on global warming.

The United States has been criticized by many at the conference for not taking the lead in addressing the problem. Instead, U.S. negotiators are insisting that China and India cap their emissions of greenhouse gases as a requirement for a U.S. cap.
