E-cycling bill gets NJ senate committee OK

The New Jersey Senate's Appropriations Committee has passed an electronics recycling bill that would require computer manufacturers to accept returns of discarded equipment without charge, but would finance television recycling with a $10 fee on new sets sold.
With the state's two-year legislative cycle due to end Jan. 7, the measure—which was passed unanimously—faces an uncertain fate.
The same committee voted three to two to approve a solid waste tax of $3 per short ton on landfills' garbage intake, with the expected $34 million annual revenue to be used to support expanded recycling programs. Residue from a scrap processing facility, known as shredder fluff, and the leftovers from construction waste recycling would be exempt from the landfill levy.....
