Scrap facing LA port woes; freight rate hike, levy loom

West Coast scrap metal exporters who use containers to carry metals overseas face a double whammy at the port of Los Angeles this month higher container freight rates and an anti-pollution levy from the port authority.
The shipping companies that supply scrap exporters with containers have already informed them and other container users that they will boost the rate of 20-foot equivalent containers (TEU) by $12 a tonne later this month and 40-foot TEUs by $15 a tonne, industry sources said.
The increases will take the average cost of using the containers to as high at $45 a tonne, one exporter said, although the cost is still well below the prevailing bulk cargo rate of more than $90 a tonne from the West Coast to ports in Asia.....
