Detroit City Council considers strict rules to curb scrap thefts

The Detroit City Council is considering a stiff ordinance to prevent scrapyards from receiving stolen property, mostly by preventing sellers from concealing their identities.

A draft of the measure, dated Sept. 28, would require anyone bringing scrap into a yard to specify where and how they obtained the material, and to ink a thumbprint onto the transaction document.

Adding to the potential difficulties of compliance, should the measure be passed, is a legal vocabulary that almost always describes the purchased merchandise as "articles."....
