Charges against one of three men arrested in an undercover sting operation at scrapyards in Wichita, Kan., last summer have been dropped, according to the city's district attorney.
Mark Fernandez, 51, an employee of Kansas Can Inc., had been charged with one count of theft by deception and one count of making a false writing. He had been arrested in June along with Kansas Can's....
