Defense mulling plan to screen scrap bidders

Last year's shift of U.S. Defense Department scrap auctions to an electronic Web site opened the bidding to a broad range of participants—too broad, the department now says.
For some forms of scrap, the Defense Department is considering a plan to screen bidders ahead of time for honesty and for competence in record-keeping and inventory control. Those that make the grade would become Qualified Trading Partners.
"We may be able to weed out some companies we shouldn't be selling to," a Defense Department specialist said.
The proposal, published in the Federal Register Oct. 25, includes what the official notice calls a "pre-award assessment of integrity and reliability" and the option to "revoke a previously granted status upon receipt of any information that would affect" whether the potential buyer still meets the screening criteria.....
