Computer manufacturers starting to see e-cycling bills in the mailbox

Computer and television makers must begin paying for Washington state's recycling program next month.
The first invoices under a March 2006 statute went out several weeks ago to 163 manufacturers, although since the program is still being designed the 2007 payments will be only for administrative and start-up costs.
Using a formula based on market shares for recent sales, the biggest bills were sent to Dell Inc., Round Rock, Texas; Gateway Inc., Poway, Calif.; Hewlett-Packard Co., Palo Alto, Calif.; Philips Electronics NV, Amsterdam, Netherlands; and Toshiba America Inc., New York. Retailers with house brands, such as Wal-Mart, are listed among the lesser manufacturers.....
