Colombia looking to improve mining access

Colombian authorities hope to present a bill to congress in March that will improve access to land for miners and discourage speculators, Beatrice Duque, director of mines at the Ministry of Mines and Energy said.
The bill would change the way mining titles are administered to make it more difficult for non-miners to obtain and retain claims.
"After five years of the mining code (which was crafted in 2001), there are some things that need adjustment. We do not want mining titles to be in the hands of people that are not interested in developing mining projects, such as speculators," she said.
Duque said the bill will probably stipulate that payment of the canon for mining title be paid at the moment of application with subsequent annual payments for the length of time the title is held in addition to the implementation of technical and economic accreditation to be able to make claims. "This will mean it is not so easy to speculate," she said.....
