California e-cycling agency eyes laxer rules for out-of-state scrap

The California agency that supervises electronics recycling has proposed some leeway for collectors and recyclers in enforcing a ban on out-of-state material.
The revised regulations, if approved, would "provide an allowance for up to 5 percent of a recycler's payment claim to consist of properly documented source-anonymous covered electronic waste," California's Integrated Waste Management Board said.
The 5 percent would consist of discards not showing a California pedigree despite efforts to verify their origin.....
