Landfill cover Is fluff solid waste or not?

The Toledo, Ohio, scrapyard of OmniSource Corp., which ships shredder fluff to Michigan for use as daily landfill cover, doesn't like the idea of paying an Ohio county $3 a short ton for the privilege.

A dispute over whether the shredder fluff should be categorized as solid waste by Ohio has reached the U.S. District Court for the Northern District of Ohio OmniSource vs. Lucas County Solid Waste Management District.

The Ohio county has authorized 12 landfills to take local waste, nine of them in Ohio and three in Michigan. The Ohio sites are barred by state policy from using fluff as daily cover, but Michigan allows landfills to use shredder fluff to top off each day's garbage intake shortly before closing.....
