California's new recycling rules may act as e-business incubator

California's electronics recycling program could become an incubator for young, little-known companies to spread into other regions around the country.

Computer Recyclers of America, which formally opened its second processing facility Friday in Fresno, said it is talking to state and municipal officials in New York and elsewhere, anticipating that California's statute will become a model for other jurisdictions.

"Two investment groups in New York have made us offers, in writing, to take us public," said John Shegerian, the company's president and chief executive officer. "The California model is the only model in America that's working. I get contacted by four or five states a week."....
