Senate is unlikely to clip Byrd's wings

A lack of Senate support likely will prevent the Continued Dumping and Subsidies Offset Act (CDSOA)-the so-called Byrd Amendment-from flying south.
Daniel R. DiMicco, vice chairman, president and chief executive officer of Nucor Corp., Charlotte, N.C., said that repeal of the Byrd Amendment doesn't have support in the U.S. Senate. "First of all, it barely passed the House (by a two-vote margin). They had to pull it from the floor (of the House) for it to get by. The thing will probably die in committee. It does not have any support in the Senate."
He believes the legislation ought to find a home for discussion outside the halls of the U.S. Congress.
DiMicco said such matters of international trade should be handled at the World Trade Organization (WTO). "This is not something that should be included in a budget bill before Congress," he said. "The USTR should be discussing this kind of thing at the WTO and with our international trading partners. To attach something like this as a rider to bills that have nothing to do with international trade has no merit whatsoever."....
