Auditor finds Hawaii deposit fee program had slipshod first year

As the first anniversary approaches for Hawaii's deposit-fee program for recyclable beverage containers, an auditor says the governor's lack of enthusiasm for the program has led to sloppy implementation.

"Whether the administration intended to obstruct the deposit redemption program or not, the administration's position and actions had that result," said state auditor Marion Higa, a legislature appointee serving her second eight-year term.

Gov. Linda Lingle said she is trying to make the program work even though the June 2002 statute is "poorly drafted and difficult to implement."....
