City officials OK deal to help two yards move, then leave one out

City councilors in Portland, Maine, decided Monday night to pay $5 million for 54 acres of land that could become the new home for two scrapyards the city wants to move from a neighborhood targeted for a $100-million commercial and residential redevelopment.
But they appear to have left one of the two yards hanging.
Portland's City Council voted 7-0 to buy the 53-acre Lucas Tree Experts property that runs along the Presumpscot River. The complicated deal will be financed through the Trust for Public Land, which agreed to lend Portland the money if some land in the Bayside neighborhood (where the two scrapyards are located) and 20 acres along the Presumpscot River are preserved as open space.....
