Choice of words ISRI favors 'raw material' for scrap trade The U.S. Commerce Department is examining some recycling issues in response to a Japanese initiative, prompting the Institute of Scrap Recycling Industries (ISRI), Washington, to weigh in with advice.
Scott Horne, ISRI's managing director of government relations, said many foreign governments could simplify international shipments of scrap by classifying it as raw material rather than non-hazardous waste.
"In the common vernacular of most governments outside the U.S., scrap and recyclables are characterized as wastes. Recyclers are constantly concerned that a misinterpretation of a shipment description of recyclables could result in that shipment being denied entry at the destination port," Horne told a Commerce Department forum.....
