Able UK Ltd.'s long-delayed effort to scrap some U.S. "Ghost Fleet" ships in northern England moved nearer to reality last week when the British government threw its weight behind the development of a ship-dismantling industry.An Environment Department select committee led by Environment Minister Elliot Morley issued a report welcoming "the development of a thriving ship-dismantling industry in the U.K. to dismantle all defunct state-owned vessels to the highest standards of health, safety and environmental protection."....
