El Abra talks resume; court OKs substitutes

Talks at the El Abra copper mine in northern Chile resumed as striking workers blocked the mine access road for 17 hours as part of their campaign for a better wage agreement.
"From 3 a.m. until 8 p.m. Nov. 17 the road was blocked. The police were present, but the blockade was peaceful," said Cipriano Zuluaga, president of the Federación Minera de Chile union. A previous confrontation with the police resulted in a number of arrests and several injuries (AMM, Nov. 15).....
