General Motors Co. filed a registration statement and prospectus Wednesday to begin its public offering of 365 million shares of common stock priced between $26 and $29 apiece to be sold by certain stockholders, including the U.S. Treasury, the governments of Canada and Ontario and the United Auto Workers union, netting proceeds....
