Wichita scrapyard stalled by neighborhood protests

Midwest Scrap Management Inc. has hit a hurdle in its plans to open a scrapyard in Wichita, Kan., after prospective neighbors protested the city council's decision to allow the facility.

Five of seven council members voted to approve a conditional use permit to the St. Joseph, Mo.-based scrap processor, but the opposition means that a three-fourths vote of the city council is needed. As a result, the company's request was sent back to the Metropolitan....
