Russian mining and steel company Mechel OAO is building a $12-million processing plant for coking coal in Keystone, W.Va.
The plant, known as Mechel's K2 operations and part of its Mechel Bluestone unit in southern West Virginia, will wash coal mined from its Keystone Mine.....
