Dow plea for lower silicon duties rejected

The U.S. Commerce Department has rejected a request by silicone producer Dow Corning Corp. to import Chinese and Russian silicon metal free of anti-dumping duties under foreign trade zone (FTZ) regulations.
The timing of the decision by the Commerce Department's Foreign Trade Zones Board coincides with the scheduled year-end expiration of a long-standing, low-cost supply agreement Dow had entered into with silicon manufacturer Globe Specialty Metals Inc.
To avoid paying duties on imported Chinese and Russian material, Midland, Mich.-based Dow Corning applied for designation of several of its manufacturing facilities as FTZ subzones, a status that would free them from paying some duties.....
