PITTSBURGH Scrap metal legislation that will tighten regulations for St. Louis recyclers is headed to the mayors desk and is expected to be signed into law.
The citys Board of Aldermen voted unanimously to prohibit scrap sales between 7 p.m. and 6 a.m., ban cash in certain transactions, prohibit the purchase of catalytic converters from individuals and require recyclers to install a reporting system.....
