NEW YORK — Overregulation and heavy tax burdens are causing manufacturing jobs to dwindle in the United States, some Republican presidential hopefuls argued during a manufacturing forum Tuesday in Pella, Iowa.

"We . . . create jobs not by overtaxing, overregulating or overlitigating, but by offering confidence to risk capital and return on investment. Then, you hire workers. That’s how you change....
