PITTSBURGH — A new ordinance has been enacted in a Michigan municipality making it illegal to remove recyclables from the curbside.
Recyclables—primarily metals—are put out on the curb to be hauled as trash, but are being collected by the peddle trade for sale to local scrapyards, Hazel Park city manager Ed....
