PITTSBURGH Elected officials have approved a request from a Virginia metals recycler to construct a marine terminal on the James River in Richmond.
Smith Iron & Metal Co. Inc. had asked the Chesterfield County Board of Supervisors for a conditional-use permit to establish the terminal for loading and unloading materials, as well as ship salvage and recycling activities. ....
