WASHINGTON — The National Defense Authorization Act headed to the President’s desk includes two amendments that could boost domestic reserves of rare earths.
Section 835 of the bill requires the Defense Logistics Agency Strategic Materials office administrator to submit a plan to establish an inventory of rare earth materials required for national defense. It also requires the Secretary of Defense to determine whether to execute....
