PITTSBURGH — Recyclers in Jacksonville, Fla., have mixed feelings about the prospect of increased reporting requirements and a ban on paying cash in certain transactions if an ordinance drafted by the local sheriff’s office is passed.

The draft regulations unveiled by the city council would require recyclers to forward their daily records to the Jacksonville Sheriff’s Office and mandate that haulers of 25 pounds or more of nonferrous material obtain a temporary transport permit, good for 72 hours, from local law enforcement officials. ....
