NEW YORK — The U.S. Senate passed a two-year, $109-billion surface transportation funding bill Wednesday ahead of a March 31 deadline.

The bill (S.1813) would ensure more stability for longer-term projects on the nation’s highways and bridges, which the steel industry argues is important to revive the construction sector. ....
