NEW YORK — The U.S. Court of International Trade (CIT) has remanded to the Commerce Department a petition concerning the all-others countervailing duty rate on aluminum extrusions from China, contending that Commerce needs to better explain how its original calculations comply with "statutory reasonableness."
The original 2010 countervailing duty decision initially involved 114 potential exporters/producers, but because of the large number, Commerce selected the three largest respondents by volume as mandatory respondents.....
