Oleg Deripaska, ceo of Basic Element and United Co Rusal and president of En+ Group, and Zhang Guoqing, president of China North Industries Corporation (Norinco), have signed a framework agreement on strategic co-operation for the implementation of joint projects in engineering, mining and metals.
