Calif. mulls UBC changes to speed payments

NEW YORK California has proposed changes to its Beverage Container Recycling Program intended to expedite payments to recyclers and address cash shortages as the program faces concerns over its ongoing solvency.
The May revision of the states proposed 2012-13 budget includes a change that would require beverage container distributors to submit redemption payments to the state by the last day of the first month following sale. Distributors can now wait until the second or third month.....
