NEW YORK — Talks aimed at moving the Trans-Pacific Partnership (TPP) forward appear to have gained traction as Canada and Mexico were invited to join the talks last week, but some remain skeptical of the program.

President Obama last week said the partnership’s nine members—Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, the United States and Vietnam—agreed to invite the two countries to join TPP talks.....
