SÃO PAULO, Brazil — ArcelorMittal SA will decide within two months whether it will resume a $1.2-billion expansion at its Monlevade long products steel plant in Brazil’s Minas Gerais state, according to Jefferson de Paula, chief executive officer of the steelmaker’s Long Carbon Americas division.....
