South Carolina officials mull rules to combat scrap theft

PITTSBURGH — Officials in Pickens County, S.C., are working on a measure to combat scrap metal theft, but one local recycler said it isn’t necessary and won’t work.

The county council is considering a scrap metal ordinance that would require increased record-keeping of transactions, regulate certain materials and mandate that scrapyards connect to an electronic database. Every secondary metal recycler would have access to the electronic database at no charge but would have to keep its own....
