Calif. makes plans to tackle illegal scrapyards

CHICAGO — California authorities will ramp up the state’s response to illegal scrap recycling by ensuring better coordination between departments that regulate different aspects of the industry.
Despite recent reports that the state was setting up a dedicated task force that would focus on enforcement of existing laws, California’s Department of Toxic Substances Control (DTSC) told AMM that the focus is on coordination.
"Media reports that a ‘task force’ is being established to tackle this issue are a misrepresentation of what DTSC is undertaking. DTSC is simply seeking better intra-agency coordination and collaboration to help bring operators in this industry into compliance," said a spokeswoman for Brian Johnson, DTSC’s deputy director of enforcement.
She said that metals recycling in California is "a valuable industry" but her department is aware that certain recyclers’ operations pose a range of environmental and public health threats.....
