NEW YORK The newly appointed director of the lands and minerals division at the Minnesota Department of Natural Resources (DNR), which is responsible for permitting new mining projects in the mineral-rich state, said he will strive to streamline the process.
"I think in general its important to drive towards solutions rather than spinning your wheels," Jess Richards said of his philosophy toward permitting. However, this would never occur at the expense of environmental stewardship, he told AMM. ....
