NEW YORK The European Union has requested consultations with the United States at the World Trade Organization in a dispute concerning subsidies to producers of large civil aircraft.
In notifying the WTO Secretariat of its request, the European Union said that "the United States has failed to achieve compliance with the commendations and rulings" of a WTO directive....
