California scrap metal law limits cash for copper

PITTSBURGH — California has revised a scrap metal law to eliminate a provision that allowed infrequent scrap sellers to receive payment on the spot for small amounts of copper.

Gov. Jerry Brown has signed legislation that revises the exemption that previously applied to nonferrous scrap sales of $20 or less when the primary purpose of the transaction was the redemption of used beverage containers.....
