Ravenswood power deal questioned

NEW YORK — Appalachian Power Co. will file a reconsideration to the Public Service Commission (PSC) of West Virginia by Friday regarding the agency’s proposed power agreement for Century Aluminum Co.’s Ravenswood, W.Va., smelter.

"We have issues with some of the PSC’s wording. We’re hoping to get more clarity around issues like the guarantee and the length of the time we’d be expected to act like a bank," an Appalachian spokeswoman told AMM, declining to comment further. ....
