NEW YORK — ArcelorMittal USA Inc. has officially commissioned a $63.2-million boiler project that will convert gas waste from the blast furnace into steam power at its Indiana Harbor steelmaking facility in East Chicago, Ind.

The company anticipates a return on investment of 29 percent with payback in a little more than a year and a half, a company spokeswoman said.....
